Charles Harper is the Chief Executive Officer (CEO) of World Won Development and a Board Member of World Won for Christ Family Life Ministries, Partner in the 36th Street North Event Center, Board Member for Oklahoma Community Support Coalition, as well as a member of the Historic Greenwood District Main Street. As CEO, he is responsible for the financial stability and infrastructure of all World Won community development projects. Those projects are EduRec Youth & Family Fun Center, 36th Street North Event Center, Fitting Back In Prison Reintegration Program and World Won Development Enterprises. Although not a native of Tulsa, Mr. Harper has grown to love the City and is committed to changing the socio-economic position of its underserved residents since moving to Tulsa in 2000.
Mr. Harper has been influential in creating partnerships with some of Tulsa’s most supportive organizations such as Asbury United Methodist Church, First Bank of Owasso, Zarrow Foundation, Oneok, Kaiser Family Foundation, State Farm, ProsperOK, Tulsa Rotary Club and Macy’s. Mr. Harper has been an advocate for at-risk and delinquent youth as he is passionate about impacting the lives of those who are marginalized. Charles graduated from Langston University, cum laude, in 2000 with a degree in Corrections. He was voted project lead with World Won Development and Standpipe Hill, leading the community engagement component of the re-development of Evans-Fintube and Kirkpatrick Heights/Greenwood Master Plan projects. This was a first that The City of Tulsa engaged and contracted with a “grassroots” organization in this manner.

He is a proud member of Phi Beta Sigma Fraternity, Inc. and has received honorary citations from Senator Kevin Matthews, State Representative Regina Goodwin, and District 1 City Councilor, Vanessa Hall-Harper. He is also a 2020 Martin Luther King, Jr. Trailblazer Award recipient from the Terence Crutcher Foundation and a 2021 Lacy Park “Unsung Hero.” In 2020 he added Radio Personality to his resume, Mr. Harper and his business partner have a weekly radio show on KBOB 89.9 FM, and www.nycu.fm, called World Won Development’s “News You Can Use.” Mr. Harper was featured in the LeBron James documentary, “Dreamland: The Burning of Black Wall Street,” which earned an Emmy in 2022.
Host is also one of the esteemed titles Mr. Harper currently has. He has been called upon to host events for Oklahoma Senator Kevin Matthews, community events for Oasis Fresh Market, the families of the late Sherry Gamble Smith and Dwain Midget (prominent leaders in North Tulsa), to name a few. Lastly, he now has an international partnership with organizations in London, England and Kamuli, Uganda.

He also serves as Trustee on the World Bible Theological Seminary Board, an online bible college scheduled to launch in the Fall of 2020. As Executive Director, he is responsible for the financial stability and infrastructure of all World Won community development projects. Although not a native of Tulsa, Mr. Harper has grown to love the City and is committed to changing the socio-economic position of underserved residents. Working with the District 1 City Councilor, local, state, and federal agencies to host the Expungement Expo (an event where hundreds of citizens have had their criminal records expunged at no cost). The Spreading Hope Back to School Bash (an event where thousands of backpacks, school supplies, and resources are provided annually to the community in partnership with several local agencies), and feeding thousands through partnership initiatives like Food on the Move and Lawyers Fighting Hunger.
Mr. Harper has mobilized hundreds of people to impact the lives of the underserved positively. He has the necessary relationships to provide hope to the hopeless. He believes we are better together, and the diversity surrounding him makes it possible to include all in making Tulsa a more attractive city. A master negotiator, Mr. Harper, has facilitated agreements with Wells Fargo to provide houses to World Won Development, in partnership with local government, to revitalize North Tulsa. Under his leadership, World Won Development received an invitation to present its programs to a delegation in Washington, DC. It was also allowed to host training in Tulsa, at one of its facilities, to address the opioid crisis, trauma, substance abuse, and mental health issues.
