Charles has secured over $5,000,000.00 from private businesses, foundations, and individual donations in funding for community-based programs.

Charles Harper is the Executive Director of World Won Development and a Board Member of World Won for Christ Family Life Ministries, 36th Street North Event Center, and Oklahoma Community Support Coalition.  He also serves as Trustee on the World Bible Theological Seminary Board, an online bible college scheduled to launch in the Fall of 2020.  As Executive Director, he is responsible for the financial stability and infrastructure of all World Won community development projects.  Those projects are EduRec Youth & Family Fun Center, 36th Street North Event Center, and Fitting Back In Prison Reintegration Program.

Although not a native of Tulsa, Mr. Harper has grown to love the City and is committed to changing the socio-economic position of underserved residents.  Working with the District 1 City Councilor, local, state, and federal agencies to host the Expungement Expo (an event where hundreds of citizens have had their criminal records expunged at no cost).  The Spreading Hope Back to School Bash (an event where thousands of backpacks, school supplies, and resources are provided annually to the community in partnership with several local agencies), and feeding thousands through partnership initiatives like Food on the Move and Lawyers Fighting Hunger.

Mr. Harper has mobilized hundreds of people to impact the lives of the underserved positively.  He has the necessary relationships to provide hope to the hopeless.  He believes we are better together, and the diversity surrounding him makes it possible to include all in making Tulsa a more attractive city.  A master negotiator, Mr. Harper, has facilitated agreements with Wells Fargo to provide houses to World Won Development, in partnership with local government, to revitalize North Tulsa.  Under his leadership, World Won Development received an invitation to present its programs to a delegation in Washington, DC. It was also allowed to host training in Tulsa, at one of its facilities, to address the opioid crisis, trauma, substance abuse, and mental health issues.

Charles has secured over $5,000,000.00 from private businesses, foundations, and individual donations in funding for community-based programs.   Additionally, Mr. Harper has been influential in creating partnerships with some of Tulsa’s most supportive organizations such as Asbury United Methodist Church, First Bank of Owasso, Zarrow Foundation, Oneok, and Macy’s.   Mr. Harper has been an advocate for at-risk and delinquent youth as he is passionate about impacting the lives of those who are marginalized.  Charles graduated from Langston University, cum laude, in 2000 with a degree in Corrections.  Lately, he has been instrumental in leading the community in the COVID-19 response, i.e., food distribution, testing, voter registration, census completion, and a virtual cooking competition for kids, “EduRec Eats,” with over three million viewers across the globe.

Embracing the core values of integrity, servant leadership, commitment, and intuition, Charles leads by example. His contagious enthusiasm instills his team members with extraordinary energy and dedication.   He has received honorary citations from Senator Kevin Matthews, State Representative Regina Goodwin, and District 1 City Councilor, Vanessa Hall-Harper.  He is also a 2020 Martin Luther King, Jr. Trailblazer Award recipient from the Terence Crutcher Foundation.  Recently adding Radio Personality to his resume, Mr. Harper and his business partner have a weekly radio show on KBOB 89.9 FM, called World Won Development’s News You Can Use.  He is a native of Arkansas but has been a part of the Tulsa community since 2000.
